Campus Outdoor Lighting Standards for New Construction

The following standards provide for minimum safe lighting standards for outdoor area of California State University Fullerton. The goal is to provide an accessible, attractive and safe environment, and a welcoming campus climate for faculty, staff, students, and the general public.

Open Parking Facilities

Open parking lots must provide an average of one foot candles and a minimum of .6 foot candles with reading taken on the pavement.

Covered Parking Facilities

General parking and pedestrian areas, ramps and corners, and structure entrances must have an average of 5 foot candles with a minimum of 3 foot candles. This lighting level is for daytime and at night.

Public Streets

Streets must have a minimum of one foot candles average with a minimum of .6 foot candles. Augmented lighting should be provided at specific high use or pedestrian vehicle conflict areas, bus stops, and crosswalks. Provide one foot candle minimum for these areas.

Pedestrian Walkways

Pedestrian walkways serving multiple use must have a light level of not less than one foot candle average with minimum levels at .6 foot candles. Coverage should be sufficient to extend beyond the immediate path to eliminate any potential "risk areas".

Delivery Areas/Loading Docks

The general area of building delivery entrances must be lighted to an average level of 3 to 5 foot candles for a space of 25 feet from the building along the entire length of the loading dock. The minimum is 3 foot candles.

Lighting can be reduced to 1.5 foot candles if supplementary lights, controlled by manual or automatic switches, provide the minimum 3 foot candles.

Building Entrances

Building entrances for both public and service shall be lighted at 5 foot candles average with a minimum of 3 foot candles. Lighting shall be installed in all dark or obscure areas (i.e. behind heavy landscaping) in the building entrance area in the interest of security and public safety and as appropriated for each individual installation.
